just ended has been a really busy week, with scheduled two town councils and the Congress of the circle Pd Rignano. But I go in order, trying to summarize what happened (among other things, as promised in an earlier post , I put here at your disposal the texts of the Regulations approved by the City Council Rignano the Regulation on access to information for municipal councilors and the accounting ).
Friday 26 was held City Council. The most important topics discussed were:
- Population public administrators : finally was voted unanimously the proposal I submitted with the Adviser Giordani, as representatives of the Democratic Party, for the construction on the website of the City of a special information area that can give people some information on elected officials (curriculum, data sheets, proposals, documents ...) thus making their actions more transparent and encouraging the awareness among citizens on the most important documents of the City (Council and Board resolutions, statements, questions ...) - I believe that our victory in the battle that we are doing from the beginning of our mandate for greater transparency and administrative law (you can read here text full proposal);
- Motion of support for the proposed regional law advanced by Mr. Olimpia Tarzia together with his colleagues on the "Reform and retraining of family planning clinics " presented by Mayor Coleman, had voted against us advisers Pd (Marcorelli and Jordan) and Mr Mancini, abstained advisers Berretta and Pucci (but IDV representatives are not just a regional quell'IdV that is opposed by any force, including most of the PD, so the bill is not passed?), voted in favor of all others, including directors of 'UDC - the reasons we voted against it can be read here ;
- Motion on " initiatives to combat the mafia and development of law and transparency on the part of local authorities - Commitment to the Commons to become a civil party to proceedings involving the mafia government "presented by the Group Board of the UDC, was unanimously voted favorably;
- Motion on ' Metropolitan Area of \u200b\u200bRome: I am presenting, this one has received a favorable vote of all present - the motion commits the Mayor to take action, together with other municipalities in the province of Rome, in order that the establishment of the Area Rome metro (provided by the constitutional reform of 2001 - art. 114, c. 1 and 2, and already the law 142/90) see a broad civic involvement all the municipalities involved (and not as heretofore, only the upper levels of government), I believe this fundamental argument about the fate of our country, in this process will be decided on the possible development of our country and stay out of decisions could be vital.

- were approved by the Majority some general guidelines for the monetization of the areas in Area C to be sold in accordance with the technical standards for implementing the Master Plan General : The measure affects some areas of residual (small) within the plans of subdivision to the city but that would remain of limited use for public interest and therefore the council would have the ability to sell to interested citizens (who must be owners of land adjoining or adjacent) - as the opposition voted against the measure because, even if valid as a general rule, the proposal as proposed has some issues too discretionary ( incomplete), for more entrusted to the Board and the Council (the body that should have powers over planning issues);
- the majority agreed with the dissenting votes of Mancini and Jordanians, in addition to my (Di Lorenzo and Wolves UDC had already left the courtroom), the 'bedding general budget of the financial year 2010 aspects on which there are too many doubts: I remember that the current administration has not yet approved the Report 2009 (I wonder then how can one be sure of the figures of 2010, without having assessed as we closed the year before?) also continue to increase the sums allocated to litigation and arbitration (for lawyers who defend the City in cases), there are € 8,000 for interest expense, a symptom of a debt situation very worrying and, finally, I believe that this aspect is not negligible, was not planned withdrawal of regional funding for about 90,000 € Polverini made by the Government for the construction of sidewalks in Gramsci might have to make our town a few off-balance sheet debt because the transfer was done to hired a designer.

Wednesday, 27 took place on the City Council, I hope I can be excused if I can make a quick guide only now (I have an apology, however, for not having updated the blog this month, but work commitments and travel I was not allowed to continue to do so).
I told you last Wednesday took place on the City Council where:
- were approved unanimously (with small amendments) two rules I have proposed, the new accounting regulations law and that of d ' access to city councilors (on the relevant drafts, the Commission had worked - I hope that the texts are first can be published on the website of the City or not, however, recently published the minutes, I will try to make them usable on my own blog);
- has been postponed until the next meeting the discussion of the proposal made by me and adviser Giordani (representing PD) of the institution of 'public register of directors (for lack of opinion of the Town Clerk): The proposal relates to the implementation on the website of the Municipality of an information space on some data and work done by administrators to ensure maximum transparency for citizens, who may thus have more information to assess the work of those who elect to representation;
- the majority, against the vote of the directors of the Opposition (besides me, Mancini, Jordan and Lorenzi - Wolves absent), has ratified two budgetary changes: one in respect of a further concession economic contribution of € 15,000 (with 25,000 already given budget) for the Pro Rignano Sagra della Porchetta 2010 (which, to be submitted statements, cost us € 60,000 - giving you the comments), and the other more conspicuous, involved a figure of around € 200,000 with the movement of funds between the various chapters in and out (in particular, I questioned the decrease of amounts of the chapters of the School, the additional burden for the municipal coffers for costs of counseling, litigation and arbitrations and the lack of transparency regarding the distribution of grants for social services - remember that there is in this context, a real regulation and everything seems to be left to chance);
- the majority has answered some questions submitted by myself and others in the "links" Mancini especially regarding: local waterworks water problems and solutions (at last we heard - unfortunately - that the Administration did not present intention to tie the fish pond and that instead the solution has been identified in the new well in loc. Pietrolo - pity that the technical manager from the municipal office We confirmed that the well has a number of two times the arsenic allowed !!!); PRG variant (the changes requested by the Lazio Region will be ready by year end - at least as stated by the managing director Pucci, just in time still around to make the citizens of Rignano behind the upcoming local elections); issues school and start the new year, water analysis Primary School.
remember, finally, that the Administration has not yet resulted in the approval of the Board Report 2009. The next municipal elections are approaching ... people meditate, meditate!
